Are players that were on MiLB rosters last year but not currently on a roster eligible for the MiLB or MLB FA draft?

I can't say for sure, but I would guess that they can drafted in either the MiLB OR the MLB draft based on eligibility.

We made sure to keep things uncomplicated. If a player is not on a roster and is over the 250/80 limits, they are available in the MLB free agent draft; if a player is not on a roster and is under the 250/80 limits, they are available in the MiLB draft. It is either one or the other. Any players that may have been released from teams for whatever reasons are available, but whether they are available to be drafted in the FA draft or the MiLB draft will depend entirely upon how much experience they have.
